CYNTHIA: IT’S A TOUGH JOB IN THE RAIN BUT DEVANTE CLARK IS TRYING TO SAVE LIVES. >> I GOT A RED SEDAN HEADING EASTBOUND, POSSIBLY TEXTING WHILE DRIVING. NO SEATBELT, RED SEDAN. OFFICER -- CYNTHIA: OFFICER CLARK IS THE SPOTTER, LOOKING FOR DRIVERS LOOKING AT THEIR PHONE RATHER THAN THE ROAD. >> WHAT PEOPLE DON’T KNOW IF YOU’RE STOPPED, YOU CAN’T BE ON YOUR PHONE, UNLESS YOU’RE TALKING OR USING GPS, IT’S A TRAFFIC VIOLATION. CYNTHIA: DRIVERS ARE SO DISTRACTED, THEY DON’T EVEN SEE HIM OR OUR TV CAMERA. >> REMARKABLY I’M IN HIGH VISIBILITY GEAR AND THEY DON’T NOTICE ME. CYNTHIA: BUT OFFICERS WAITING AROUND THE CORNER QUICKLY GET THEIR ATTENTION. >> MOST OF THEM HAVE BEEN HONEST, AND SAY, I’VE BEEN LOOKING AT EMAILS, FACEBOOK, TEXTING. THEY WILL SHOW US. CYNTHIA MOST DON’T REALIZE IT’S : ILLEGAL TO TEXT UNLESS YOU ARE OFF THE ROAD PARKED IN A SAFE SPOT. EACH YEAR, ALMOST 3500 PEOPLE ARE KILLED AND 400,000 INJURED DUE TO DISTRACTED DRIVING. >> WHEN YOU’RE TRAVELLING 55 MPH IF YOU LOOK DOWN AT YOUR PHONE, YOU TRAVELLED THE DISTANCE OF A FOOTBALL FIELD, IT’S DANGEROUS. CYNTHIA: THESE OFFICERS ARE TIRED OF SEEING TRAGEDIES THAT COULD HAVE BEEN EASILY PREVENTED AND SAY GETTING A TICKET FOR TEXTING IS A SMALL PRICE TO PAY. >> THAT 100 DOLLAR CITATION COULD SAVE THEIR LIFE. IT COULD SAVE ANOTHER LIFE. >> IT’S JUST NOT ACCEPTABLE. PEOPLE NEED TO PUT THEIR PHONES AWAY WHILE DRIVING. IT’S AS SIMPLE AS THAT.

She signed a proclamation Tuesday declaring this "end distracted driving week" in Iowa.

Iowa State Patrol spokesman Nathan Ludwig says the patrol wrote 450 tickets last year for distracted driving.

Although the number has dropped this year, he says crashes are up and distracted driving is a major factor.

He says people know texting while driving is wrong but continue to do it.

Eighteen states have hand-free laws that prohibit cellphone use while driving.
